Playoff expansion doesn’t solve recruiting.
The best teams get in the playoffs and the best teams get the best recruits. The best recruits help make their teams the best and the cycle repeats. The expansion may put a dent in the pattern but it’s hard to see the rich not getting richer anytime soon. And those schools have proven track records of winning, developing players, and putting them in the NFL.
