There are weird rules associated with this such as post football success and it is not a career based award as odd as it seems. For example, BYU's Ty Detemer is not in the college football hall of fame even though he is a Heisman Trophy winner and finished third another time.

Moore was an AA one year, but the rules are just plain dumb to be in the HOF

There are a lot of strange and arbitrary rules to keep folks out of things in college football. Apparently Pat White will be ineligible to be honored at West Virginia- where he set all of their running and passing records- because he was never a first team all-american either.
